KATHMANDU, July 24: Although Nepal recognizes the Cambridge Advanced Level (A-Level) qualification as academically equivalent to Grade 12, students who complete the program are increasingly finding themselves ineligible for admission to MBBS, BDS, BSc Nursing, BN and other undergraduate health science programs.
The contradiction has sparked confusion and frustration among students, parents and educational institutions, raising questions about inconsistencies between the government's equivalency policy and the admission criteria set by the Medical Education Commission (MEC).
While the Curriculum Development Center (CDC) grants A-Level graduates Grade 12 equivalency, the MEC requires applicants to have studied physics, chemistry and biology under specific academic standards to qualify for the common entrance examination for medical education.
Dream of studying nursing shattered
Preeti Aryal of Kathmandu completed her A-Level studies this year with the goal of pursuing nursing.
During the two-year program, she chose biology and chemistry and completed the required credit hours, spending nearly Rs 1.6 million on her education. However, she was later declared ineligible to pursue undergraduate nursing.
"I saw on the Government of Nepal's website that A-Level is recognized as equivalent to Grade 12. I understood that completing science subjects would qualify me as a Grade 12 science graduate," Aryal told Republica.
"The college told me physics was optional if I found it difficult. I studied biology and chemistry believing that would allow me to pursue medical education. But the Ministry of Education, Science and Technology refused to issue a No Objection Certificate (NOC) for nursing studies in Australia, and the MEC also declared me ineligible to sit for the common entrance examination."
Aryal's case highlights a growing concern that many students and parents are unaware of the subject requirements for medical education, while colleges often fail to provide adequate academic counseling before students choose their A-Level subjects.
Her mother, Rita Aryal, said she enrolled her daughter in an A-Level program after learning that the qualification was officially recognized as equivalent to Grade 12.
"We spent around Rs 1.6 million over two years because we wanted to send her abroad to study nursing," she said. "Only later did we discover that the MEC allows only students who have studied physics, chemistry and biology to sit for the entrance examination. The lack of policy coordination among the government, colleges and the MEC has put students' futures at risk."

According to her, educational consultants have now advised her daughter to apply for a different course abroad instead of nursing. "What should we do now? We have already spent Rs 1.6 million. Many Nepali students switch subjects after going abroad, particularly in countries such as Australia and the United States, but this has also contributed to high visa rejection rates," she said.
Recognized academically, rejected for admission
Students who complete A-Level studies in Nepal are eligible to apply to most undergraduate programs offered by universities. However, they are barred from appearing in the integrated entrance examination for medical education if they fail to meet the MEC's subject-specific requirements.
According to the MEC, applicants seeking admission to medical education programs must have completed physics, chemistry and biology under prescribed academic standards.
The MEC argues that because A-Level follows a different subject-selection system, credit structure and assessment model than Nepal's Grade 12 curriculum, equivalency alone is insufficient for admission to medical education.
MEC Information Officer Arjun Dhakal said Nepali students wishing to pursue undergraduate medical education either in Nepal or abroad must have studied all three science subjects.
"Only students who have completed physics, chemistry and biology are eligible to sit for the common entrance examination," he said. "Students who fail to qualify through the entrance examination cannot obtain permission to study medical education either in Nepal or abroad. The Ministry of Education issues NOCs based on the same requirement."
He added that students enrolled in A-Level or the International Baccalaureate (IB) program should carefully select their subjects, as choosing the wrong combination could prevent them from pursuing medical education.
Why has the issue emerged now?
Several A-Level graduates with equivalency certificates were admitted to medical education programs in previous years.
However, in recent years, the MEC has adopted a stricter interpretation of subject eligibility and instructional-hour requirements, leading to the rejection of some applications.
Parents, students and A-Level institutions argue that the inconsistency has created a situation in which students holding the same equivalency certificate receive different treatment. They have called on the government to introduce a clear and consistent policy.
Dhakal said medical education is a highly sensitive field that requires minimum academic standards and adequate scientific preparation. "Students from international curricula can also study medical education in Nepal, provided they meet the subject requirements prescribed by the MEC," he said.
Students question contradictory policy
Students who completed A-Level argue that it is contradictory for the government to recognize their qualification as equivalent to Grade 12 while denying them access to medical education on the basis of that same qualification.
They say it is unfair for the government to encourage international curricula while preventing students from using those qualifications to pursue medical education in Nepal.
Parents have also urged the government to introduce a clear legal framework, saying they have invested millions of rupees in their children's education only to face uncertainty.
Schools seek policy clarity
Schools offering A-Level programs say students enrolled in internationally recognized curricula should not be denied educational opportunities in Nepal.
They argue that while the equivalency system may need clarification, completely barring students from medical education is not the solution.
Lok Bahadur Bhandari, principal of Xavier International College in Kalopul, Kathmandu, said the Cambridge A-Level curriculum is designed to meet international academic standards.
"Students are free to choose subjects according to their interests and abilities. Internationally, A-Level provides pathways to medicine, engineering, nursing and many other fields," he said.
However, Nepal's admission criteria require students to complete physics, chemistry and biology for medical, engineering and nursing programs.
"Under Cambridge A-Level, students can obtain science equivalency by studying physics and chemistry alone. But in Nepal, that combination is insufficient for admission to medicine, engineering or nursing. A system that works internationally has become a barrier in Nepal," he said.
CDC: Our role ends with equivalency
The Curriculum Development Center said its responsibility is limited to granting academic equivalency.
Director General Yubaraj Paudel said the center awards equivalency if the subjects studied and instructional hours meet the required standards. "However, different regulatory bodies have their own admission criteria," he said.
Need for policy coordination
Education experts say Nepal should formulate clear guidelines for A-Level, the International Baccalaureate (IB) and other international curricula.
They argue that the lack of coordination among the CDC, the National Examination Board and the MEC has left students confused.
Although Nepal recognizes A-Level academically, many students continue to face barriers to medical education because of inconsistent admission requirements.
Stakeholders say the uncertainty will persist unless the agencies responsible for academic equivalency and medical education establish a uniform policy. They also stress that if Nepal aims to promote international education, it must adopt transparent, predictable and coordinated regulations.
