Former Secretary Kishore Thapa appointed TU Service Commission chair

Thapa previously served as secretary at the ministries of Urban Development, Education, and Tourism. After retirement, he contested for the post of Kathmandu mayor as a candidate of the then Sajha Party. He holds a master’s degree in urban planning from the School of Planning and Architecture in New Delhi.

KATHMANDU, July 1: Prime Minister and Tribhuvan University Chancellor Balen Shah has appointed former secretary Kishore Thapa as chairperson of the TU Service Commission. According to sources at the Prime Minister’s Office, Shah made the appointment on Wednesday.



Thapa previously served as secretary at the ministries of Urban Development, Education, and Tourism. After retirement, he contested for the post of Kathmandu mayor as a candidate of the then Sajha Party. He holds a master’s degree in urban planning from the School of Planning and Architecture in New Delhi. Alongside Thapa’s appointment, Professor Regina Maskey has been named a member of the Commission.

The appointments follow the resignation of former chairperson Ghanshyam Bhattarai and member Ajay Bhattarai, who stepped down after the government prepared to introduce an ordinance. Thapa was appointed to the vacant post thereafter. Until now, the chair of the TU Service Commission had traditionally been selected from among TU professors. This marks the first time the government has appointed someone from outside the university as the Commission’s chief administrator.


The recommendation committee, led by Pro-Chancellor and Education and Sports Minister Sasmit Pokharel, studied applications, conducted evaluations and interviews, and submitted three names to the Chancellor. Based on this recommendation, Chancellor Shah appointed Thapa as chairperson.


The Commission is responsible for recruitment and promotion of TU teachers and staff, with a Public Service Commission member serving as an ex-officio member. Although the ruling Rastriya Swatantra Party (RSP) has pledged to appoint university officials strictly on merit, Prime Minister Shah directly made the appointment.
