KATHMANDU, Sept 19: Prime Minister Balendra Shah (Balen) has said the government is fully committed to both the letter and spirit of the Constitution.
Addressing a Constitution Day programme at Tundikhel in Kathmandu, Shah said the Constitution written in the blood of martyrs would be fulfilled through action.
“The government is fully committed to its allegiance to and adherence to the Constitution, and I reiterate this pledge today,” he said. “The day the Constitution was promulgated comes every year, but we ourselves must bring the day when the Constitution is fully realized—through every honest decision, every transparent appointment and every service that reaches the doorsteps of citizens.”

Stating that people have demanded good governance, development, prosperity and social justice, Shah said every government action would remain focused on these aspirations. He said competitive multiparty democracy, human rights and the rule of law are the foundations of national life.
“This is a beginning, not an end. The roots of corruption and impunity run deep. But the hands working to uproot those roots are now stronger and more numerous,” Shah said, stressing that good governance is essential for development.
He said the government has adopted measures to ensure an appropriate administrative structure, zero tolerance toward corruption, political neutrality in the administration and merit-based appointments to government and public positions.
“Good governance is not a slogan; it is action, and we are taking action,” he said, adding that the federal government was committed to coordination among the federal, provincial and local levels for national development.
Shah said the government would focus on artificial intelligence, digital technology, cybersecurity, innovation and startups to build a knowledge-based economy. He said national digital infrastructure under the Digital Governance Action Plan would provide the foundation for this effort.
Shah also expressed gratitude to those who supported disaster management and rescue efforts following the Bhotekoshi floods, describing the damage as unimaginable and irreparable.
“Thank you alone is not enough. Nepal is among the countries at high risk of disasters worldwide. We will address this reality not after a disaster occurs, but before it occurs,” he said, adding that the government would prioritize risk reduction, preparedness, response and disaster early warning systems.
Shah paid tribute to martyrs of movements for political change and good governance, as well as the Gen Z good-governance warriors who lost their lives in the historic Gen Z Movement. He also paid tribute to those killed in the Bhotekoshi floods, expressed condolences to their families and wished the injured a speedy recovery.
