KATHMANDU, April 18: The Karnali Province Government has decided to continue distributing government advertisements to private media outlets, directly challenging the federal government’s recent move to restrict such allocations.
In a statement issued on Friday, the Office of the Chief Minister and Council of Ministers informed that it has already sent letters to local media houses, asking them to sign agreements by April 23 under the Karnali Province Advertisement Distribution Procedure, 2081 BS.
The province has invited 113 media outlets for agreements on public welfare advertisements. This includes 59 online portals, 22 newspapers, 30 FM radio stations, and two television channels.

According to the statement, applications were called under Section 3 of the provincial procedure, and a secretary-level decision dated April 16, 2026, approved the selected outlets.
“Approved media outlets are requested to sign agreements and begin publication and broadcasting of advertisements between April 17 and April 23, 2026,” the letter reads.
While the federal government has recently moved to curtail government advertising in private media, Karnali Province has continued operating under its own provincial framework.
Under the system, radio and television advertisements are categorized into super prime time, prime time, and general time slots for payment purposes. Print media payments are based on Press Council Nepal’s classification.
For unclassified outlets, the province has fixed monthly payments: Rs 13,000 for daily newspapers, Rs 6,100 for bi-weekly and weekly publications, Rs 4,700 for fortnightly outlets, and Rs 4,700 for monthly and bimonthly publications. Online media outlets will receive Rs 12,500 per month under the same arrangement.
