KATHMANDU, July 23: The Nepal Law Commission has made public the ‘Law Drafting Guidelines’.
Minister for Law, Justice and Parliamentary Affairs, Sobita Gautam, made the guidelines public on Tuesday. She said that the guidelines are useful for all those concerned with law as they cover the language, structure and content of the law while drafting laws. “I expect that these guidelines will make a significant contribution to maintaining uniformity in the law-making process, making the legal language simple, clear and understandable, and ensuring consistency with the Constitution and prevailing laws and creating quality laws,” she said.
Law Minister Gautam also expressed her belief that the publication of the guidelines will be useful in enhancing the quality of laws being drafted at the federal, provincial and local levels.
Guidelines for Disaster Victim Rescue and Relief endorsed
“Quality law formulation is indispensable for the democratic governance system, rule of law, protection of human rights and promotion of good governance envisaged by the Constitution of Nepal,” Minister Gautam said. “It is necessary to formulate clear, coherent, logical, enforceable and timely laws to ensure the rights of citizens through the effective implementation of the Constitution and state policies.”
Law Secretary Parashwar Dhungana said that the guidelines will be useful in law formulation for all three levels of government.
Secretary of the Nepal Law Commission, Indira Dahal (Bhattarai), said that the guidelines will be useful as they will ensure uniformity and quality in lawmaking and incorporate principles enunciated by the Constitution, laws, international practices, and courts.
