SUDURPASCHIM, Aug 21: Education and Sports Minister Sasmit Pokharel has urged Nepal’s federal, provincial and local governments to work in close partnership to address longstanding challenges in the education sector and accelerate reforms.
Speaking at a three-day provincial orientation program on education policies, programs, budgets and implementation processes in Dhangadhi on Thursday, the minister said effective educational transformation would be impossible without coordination among all three tiers of government.
“We cannot carry out effective work in the education sector without working together with the provincial and local levels,” Pokharel said. “Let us move forward together by implementing the 10th amendment to the Education Regulations and the provisions of other relevant laws.”

The minister stressed that dialogue and consultation should remain at the heart of education reform. He expressed confidence that most challenges facing the sector could be resolved through discussions and broader engagement with stakeholders while drafting education-related laws, policies and programs.
The orientation program has brought together education officials and representatives from across Sudurpaschim Province to build a shared understanding of the policies, legal frameworks and annual programs guiding the sector.
According to Director of the Department of Education Ana Prasad Neupane, the initiative aims to strengthen coordination among provincial and local governments and the Education Development and Coordination Units (EDCUs), ensuring the consistent implementation of education policies, guidelines, standards and annual plans.
Jeevan Neupane, head of the Kailali Coordination Unit, said participants will review education programs and priorities for fiscal year 2083/84 BS and discuss ways to improve planning and implementation at the local level.
The sessions will cover education policies, programs and budget allocations under the Sector Wide Approach, along with discussions on provincial and local government initiatives. Participants will also receive training on preparing annual strategic implementation plans, work plans and budgets based on local education priorities.
Organizers expect the orientation to help local governments better align approved education plans with annual programs and budgetary allocations. Discussions will also focus on the use of the school education information management system and the effective use of data generated through it.
