KATHMANDU, June 30: The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has initiated disciplinary action against four civil servants accused of obtaining foreign residency permits and remaining absent from their government posts for an extended period.
In a public notice issued on Tuesday, the ministry directed the employees to submit written explanations within 15 days after finding that they had continued living abroad instead of reporting back to duty after the expiry of their approved leave.
According to the ministry, the employees had obtained temporary residency permits, permanent residency (PR), or Diversity Visas (DV) in foreign countries. Nepal's Civil Service Act prohibits serving civil servants from applying for or acquiring foreign residency status while holding public office.

The ministry said the employees failed to return to work within the legally mandated 30-day period following the end of their leave, constituting a violation of the Civil Service Act.
It warned that disciplinary proceedings could result in their dismissal and disqualification from future government employment unless they provide satisfactory evidence and justification within the stipulated deadline.
Minister for Land Management, Cooperatives, Federal Affairs and General Administration Pratibha Rawal said the ministry has stepped up monitoring to strengthen discipline and accountability in the civil service. She added that the government remains committed to enforcing the law and will take appropriate action based on the findings of the ongoing investigation.
The ministry also said it has intensified efforts to identify other government employees who are living abroad without authorization or have remained out of contact with their offices for prolonged periods.
