Authorities tighten Phewa safety rules, ban boating after 6 PM, solo kayaking under-16s

The new directive prohibits all water-based tourism activities at the lake after the evening deadline.

POKHARA, June 30: Authorities in Pokhara have introduced stricter safety measures at Phewa Lake, banning boating, kayaking and surfing after 6 PM amid growing concerns over water-related accidents.



The new directive prohibits all water-based tourism activities at the lake after the evening deadline. The decision was taken after frequent changes in weather, strong winds and sudden waves increased risks for visitors engaging in water activities, according to the local administration.


The administration has also barred children aged 16 and below from kayaking or surfing alone or without parental supervision, citing a rising possibility of accidents involving inexperienced participants.


Kaski Assistant Chief District Officer Chitrangat Baral said tourism entrepreneurs had requested authorities to reconsider the 6 PM restriction, especially as the tourist season is currently underway. However, he said safety concerns were prioritized after a rise in accidents involving kayaking and surfing boats.

“Tourism entrepreneurs had requested an extension, as this is the tourist season. But as accidents involving kayaking and surfing boats have become frequent recently, the decision was taken to minimize risks,” Baral said.


In recent years, kayaking and surfing have gained popularity among young tourists visiting Phewa Lake. Officials said stand-up paddle (SUP) boats and other water activities can become particularly dangerous when sudden winds hit the lake, with some incidents already resulting in human casualties.


Tourism operators have also acknowledged that water activities conducted without proper skills, safety standards and professional management become more dangerous during unfavorable weather conditions.


In Pokhara, strong winds often pick up after midday, creating waves on the lake and increasing risks for visitors. The growing arrival of Indian tourists has also contributed to increased demand for adventure activities on Phewa Lake.


The administration has directed all water-based tourism operators to provide services only after completing required registration and renewal procedures. Operators have also been instructed to ensure that every visitor is provided with a life jacket and that its use is strictly enforced.


“Boating, kayaking and surfing without life jackets are completely prohibited. Even during the tourist season, safety remains the top priority,” Baral said.


Before allowing visitors to participate in water activities, service providers must provide safety briefings, including information on operating boats and kayaks, emergency procedures, safe and unsafe areas, and rescue measures.


The administration has also instructed operators to continuously monitor visitors, immediately report emergencies and actively support rescue operations when required.


Operating more kayaking and surfing boats beyond the approved limit has been prohibited. Authorities have also made insurance coverage mandatory for tourists participating in water activities at the lake.


Baral warned that monsoon weather can change suddenly, with unexpected winds, rainfall and lightning posing additional risks.


“Generally, visitors are advised not to go for lake rides after 2 PM when weather conditions become unfavorable. Even if the weather appears normal during the rainy season, conditions can change suddenly, so safety precautions are essential,” he said.
