KATHMANDU, March 25:  The police have submitted their investigation report to the District Public Prosecutor’s Office in the rape and murder case of 16-year-old Inisha BK from Surkhet.

According to police sources, the report recommends life imprisonment charges for the main accused—a minor arrested at the crime scene while studying—and alleges rape and culpable homicide.

For three other minors, the police have recommended charges related to negligence leading to death. The report was submitted even as key forensic documents, including the victim’s DNA report, mobile phone tap analysis, and toxicology results, are yet to be received.

Inisha had left for her tuition on the morning of March 7 and was later found dead in the community forest park in Birendranagar-1. Earlier postmortem findings suggested she died from severe hemorrhage following sexual assault.

Both the CIB and the district police prepared separate investigation reports on the case.

Inisha’s family, however, remains dissatisfied and has refused to receive her body, which has been kept at Karnali Provincial Hospital in Kalo Gaun, Surkhet, for 19 days. According to police, the family, including her parents and relatives, were briefed about the report at the district police office on Tuesday.

Police officials clarified that only one minor classmate was directly involved in the assault, while the other three minors were present only to assist after Inisha collapsed from excessive bleeding. “Since the three friends failed to take her to the hospital in time, they are also being charged with culpable homicide,” an officer said.

All four accused are under 18, and their identities have not been disclosed.

The incident sparked nationwide protests demanding an impartial investigation and justice. Local representatives also called for strict action against the perpetrators.

According to authorities, the submitted report is under review and the exact charges will be made public once the report is forwarded to the court and, if necessary, the report can be returned for further clarification.
