KATHMANDU, April 19: Students planning to study abroad can now obtain their “No Objection Certificate” (NOC) from home through an online system.
The NOC branch at Sanothimi under Nepal’s Ministry of Education, Science and Technology has completed integration of the NOC online portal with Tribhuvan University and Kathmandu University via API, making the process fully digital and “faceless.”
An agreement with Tribhuvan University was signed on April 17, while a similar agreement with Kathmandu University had already been completed earlier.

With this system in place, students can now apply for the NOC online from home. After completing all procedures, they can print their certificate themselves and use it as needed.
Previously, even after submitting applications, applicants had to visit the office physically to verify their details. Now, if their citizenship information matches records in the Home Ministry-linked Citizen Information Management System(CIMS), and their academic details (such as NEB registration number and date of birth) are verified through the integrated system, physical presence will no longer be required.
However, for postgraduate-level applicants, since university systems are not yet fully integrated in all cases, applicants may still need to visit the office in person to verify their academic certificates.
The system is also integrated with the Financial Comptroller General Office’s Revenue Information Cashless Management System (RICMS), allowing all NOC-related fees to be paid online.
Once approved, applicants can download their NOC certificate directly from their profile in a paperless format. The certificate includes a QR code that can be scanned for verification.
Following full integration with Tribhuvan University and Kathmandu University, the NOC branch stated that applicants will generally no longer need to visit the office in person to verify their details.
