KATHMANDU, July 26: Police have arrested two individuals in connection with the leak of the Organizational Behavior question paper for the first-semester Master of Business Studies (MBS) examination at Tribhuvan University (TU). The Cyber Bureau has taken into custody two suspects, including a person known as “Sulav Sir,” and launched an investigation.
Investigators are focusing on a WhatsApp group named “MBS First Sem Section C,” which has 1,023 members. Preliminary findings indicate that the question paper was shared in the group about five minutes after the examination began. Screenshots circulating online show the paper being posted from an account identified as “Sulav Sir,” followed by requests for solutions and the sharing of additional PDF files.

Police said they are investigating how the question paper was leaked, who uploaded it to the group, and whether other members were involved.
Education, Science and Sports Minister Sasmit Pokharel has discussed the incident with Inspector General of Police Dan Bahadur Karki, while police are preparing to release further details.
Following the leak, the Office of the Dean of TU’s Faculty of Management formally requested the Cyber Bureau to investigate the case and take legal action against those responsible. The Office of the Controller of Examinations has also formed a three-member probe committee led by Prof. Dr. Achyut Gyawali, which has been given seven working days to submit its report.
The incident has raised serious concerns over the confidentiality, fairness and credibility of TU’s examination system, with students and other stakeholders demanding strict action against those responsible.
