KATHMANDU, April 22: A draft of the House of Representatives (HoR) regulations has proposed that lawmakers be held financially liable for any damage caused by vandalism inside Parliament.
The draft, prepared by a parliamentary committee, includes provisions allowing the Speaker to take immediate action to maintain order, discipline, and decorum in the House. If a lawmaker engages in disruptive or destructive activities during a meeting, the Speaker can order their removal from the chamber through marshals.
The proposal also allows for the suspension of the guilty member for up to 15 days and mandates compensation for any physical damage caused.

It further states that disciplinary action can be taken even after a meeting concludes if a member is later found to have engaged in misconduct or vandalism. However, the concerned lawmaker must be given an opportunity to present a defense before any action is taken.
During the suspension period, the member will not be allowed to participate in House proceedings or committee meetings. The Parliament Secretariat will notify the concerned committee and parliamentary party about the suspension and its revocation.
The draft report has been submitted to Speaker Dol Prasad Aryal. The committee, led by Ganesh Parajuli of the Rastriya Swatantra Party, prepared the draft.
The committee includes members Ojashwi Sherchan, Khagendra Sunar, Khushbu Oli, Gajala Samim Mikrani, Tapeshwar Yadav, Dhruvraj Rai, Nisha Dangi, Nishkal Rai, Balawati Sharma, Madhu Chaulagain, Yagya Mani Neupane, Rekha Kumari Yadav, and Sulav Kharel.
The HoR meeting had formed the committee on March 23.
As per the proposal, non-government business will be prioritized on Fridays after the question-answer session, while government business will proceed on other days. If a Friday meeting cannot be held, the Speaker may reschedule it for another day.
