KATHMANDU, May 2: Nepali Communist Party (NCP) leader Narayan Kaji Shrestha has criticized the government led by Prime Minister Balendra Shah after dozers were used to clear squatter settlements.
Taking to social media, Shrestha condemned what he described as “dozer terror,” repression, and the irresponsible displacement of squatters across the country. He termed the move anti-people and anti-poor, demanding an immediate halt.

He said the government must recognize that squatters are also Nepali citizens with the right to live with dignity. “The Constitution guarantees housing rights. It is unacceptable for citizens to remain homeless and humiliated in their own country,” he stated, adding that ensuring proper housing is the government’s responsibility.
Shrestha clarified that he was not advocating for unmanaged settlements, but stressed that no genuine squatter should be left homeless during eviction. He called for a scientific and systematic approach, including proper identification and alternative housing arrangements. He also warned against displacing people in the name of urban beautification.
He noted that previous governments had failed to resolve the issue despite forming multiple commissions. Accusing the current government of inhumane behavior, he said it had treated squatters “not just as non-citizens, but as less than human.”
Recalling his tenure as Home Minister when Shah was Mayor of Kathmandu Metropolitan City, Shrestha said he had proposed a data-driven approach—identifying genuine squatters and ensuring resettlement before eviction. However, he claimed Shah had pushed for immediate clearance using force, leading to disagreements.
Shrestha concluded that the government has again chosen the wrong approach and urged it to adopt a lawful and humane solution.
