KATHMANDU, April 29: Rastriya Swatantra Party (RSP) lawmaker Ganesh Karki has criticized the government’s recent move to recommend an ordinance after his old Facebook post—criticizing a similar move by the then KP Sharma Oli-led government—resurfaced on social media.

Taking to social media on Wednesday, Karki said that a government with a near two-thirds majority halting the parliamentary session to introduce an ordinance cannot be considered a brave act.

He argued that while the move may follow the letter of the Constitution, it undermines its spirit. “For a party with a near two-thirds majority, whether bringing an ordinance after suspending the House is a compulsion or something else will become clear later—but it is not bravery,” he wrote. “Ordinances always come through constitutional provisions and procedures, but this time too, the recommendation is based on the literal text of the Constitution, not its spirit.”

Karki stressed that the Constitution remains alive not just through its text but through adherence to its spirit, urging that the letter should not limit its essence.

Recalling his earlier stance, he said the questions he raised when a similar ordinance was introduced by a previous government remain relevant.

In his earlier post, made during the tenure of then Prime Minister KP Sharma Oli, Karki had accused the government of fearing Parliament despite advocating for good governance and constitutional amendment.

In those remarks, he had said, “The government fears transparency and holds Cabinet meetings at midnight. It fears Parliament and dares to run the country through ordinances. It is intimidated by the people’s mandate and dreams of becoming irreplaceable while advocating a two-party system.”

Karki issued the clarification after his old remarks resurfaced on social media, prompting repeated questions.
