KATHMANDU, Nov 6: Youth Association Nepal (YAN), the youth wing of the CPN-UML, submitted a formal complaint to the Cyber Bureau of Nepal Police against Kathmandu Mayor Balendra Sah (Balen) for using obscene language in a social media post.
Balen has been charged with three offenses: crime against social peace, defamation and cybercrime, according to the charge sheet.
Maharaj Gurung of the YAN today reached the Cyber Bureau and handed over the written complaint to Deputy Inspector General (DIG) Nabindra Aryal, head of the Bureau.

YAN General Secretary Mahesh Chaulagain, who went to the police to file the charge, said that authorities have promised to register the case after a preliminary investigation. “DIG has committed to reviewing the complaint, holding legal discussions and taking necessary action within a few days,” Chaulagain said.
The complaint targets a social media post made by Mayor Balen last Saturday, in which he used derogatory words against neighboring countries as well as political parties in Nepal.
Mayor Balen reportedly directed offensive language at the US, local parties and neighboring countries on his official Facebook page. Although the post was deleted within half an hour, it triggered widespread criticisms from various quarters.
The YAN President, Kshitij Thebe, said, “The words in the Facebook post used by Balen attacked the country’s honor and spread hatred in society. We are seriously concerned that his statements were offensive not only to Nepalis but also to friendly countries, creating unnecessary tensions.”
Thebe added that the association considers the remarks humiliating for Nepal on the international stage and called for action against such abusive language.
