Around 200 companies seek licenses for real estate transactions

The government has introduced a rule requiring property transactions exceeding Rs 30 million to be conducted through registered firms or companies. Accordingly, 197 companies have submitted applications to the Department of Land Management (DoLM) seeking licenses to operate real estate businesses.

KATHMANDU, Dec 24: Nearly 200 companies have shown interest in obtaining licenses to conduct real estate transactions.



The government has introduced a rule requiring property transactions exceeding Rs 30 million to be conducted through registered firms or companies. Accordingly, 197 companies have submitted applications to the Department of Land Management (DoLM) seeking licenses to operate real estate businesses.


According to Balram Kafle, Information Technology Officer at the DoLM, the deadline to submit applications expired on December 13. “We extended the deadline twice and kept the application window open for 45 days,” Kafle said, “The DoLM is now reviewing the applications. Licenses will be issued to all 197 companies that have completed the required procedures and documentation.”


He added that applicant companies must be registered with the Office of the Company Registrar and must have cleared all taxes as per existing regulations.

Ganesh Bhatta, spokesperson for the Ministry of Land Management, said the rule mandating company-based transactions for deals above Rs 30 million would be implemented as soon as possible. “We are currently going through the applications submitted to the department. Within a few days, licenses will be issued, and the rule will be enforced immediately thereafter,” he said.


As per provisions in the Land Revenue Act, 2034, and a notice published in the Nepal Gazette on October 13, 2025, property transactions worth more than Rs 30 million at a time must be conducted through a firm or company licensed by the government.


The DoLM stated that companies seeking licenses must pay the prescribed fees of Rs 500,000 for transactions exceeding Rs 50 million, and Rs 1 million for transactions exceeding Rs 100 million.


Officials believe that the new rule will make real estate transactions more systematic and transparent, while also increasing government revenue. The DoLM has observed a sharp rise in real estate activity since Mangsir (mid-November to mid-December), following a slowdown caused by the Gen-Z movement. Compared to Kartik (mid-October to mid-November), transactions in Mangsir (mid-November to mid-December) increased by nearly 300 percent, according to departmental staff.


According to the DoLM, transactions in the first month of the current fiscal year (mid-July to mid-August) were highly discouraging. While some improvement was seen in Bhadra (mid-August to mid-September), the situation did not improve in Ashoj (mid-September to mid-October) and Kartik (mid-October to mid-November).


“Transactions picked up sharply as soon as Mangsir began,” Kafle said.


With the rise in transactions, real estate entrepreneurs have become more optimistic, and government revenue has also increased. 


The Ministry of Land Management and Cooperatives said that during the Gen-Z movement, 22 land revenue offices and 14 survey offices were damaged due to vandalism and arson. Of the land revenue offices, five were completely destroyed and 17 partially damaged, while eight survey offices were completely damaged and six partially damaged. The ministry said all affected offices have since resumed operations.
