KATHMANDU, Oct 26: CPN-UML leader Dr Bhim Rawal has asked a question targeting the Election Commission (EC).
Leader Rawal satirically questioned the EC through social networking site-Twitter, "If you can't tell someone to vote or not, how about the Election Commission declaring the leaders it considers 'top' as 'winners' right now?"

He further wrote, "However, the commission's statement is against the freedom of thought and expression of Article 17 and the right of communication of Article 19 of the Constitution of Nepal.”
