NC launches HoR election manifesto focusing on prosperity, equality and opportunity

Nepali Congress (NC) has unveiled its election manifesto titled Vision-10, outlining what it describes as a long-term national roadmap anchored in the twin goals of prosperity and dignity. KATHMANDU, Feb 19: Nepali Congress (NC) has unveiled its election manifesto titled Vision-10, outlining what it describes as a long-term national roadmap anchored in the twin goals of prosperity and dignity. The document was made public by party president Gagan Kumar Thapa at an election rally in Janakpur on Wednesday.



Framed under the slogan “Prosperous Nepal, Dignified Nepal,” the manifesto invokes the party’s founding mission of building a system where no citizen remains hungry, unclothed, or uneducated and where the essentials of a happy life are accessible to all. While taking pride in past achievements, the manifesto acknowledges the party’s shortcomings and says it has renewed itself with fresh thinking and youthful energy.


The Vision-10 document states that it is not a five-year plan but an initial step toward a broader national transformation and the creation of a prosperous, dignified Nepal.


The document pledges to protect every citizen’s  freedom, identity and self-respect and all Nepalis will have the right to work, conduct business and live freely within the framework of the law. Furthermore, no citizen—whether at home or abroad—will face humiliation due to lack of access or identity. The party also pledges to dismantle discrimination and exclusion based on caste, religion, class, gender, or geography, while ending privileges derived from birth or lineage. In doing so, it aims to build a tolerant, inclusive society where every citizen can live with dignity, free from physical, mental or sexual violence.

In addition, the manifesto envisions a country where citizens are encouraged not only to dream but are also supported in turning those dreams into reality. By combining sustainable economic development, policy stability and efficient public services with the experience of older generations and the innovative thinking of youth, the party hopes to transform aspirations into concrete outcomes. Youth will be made partners in governance and development and opportunities will be created at home to inspire talent and retain skilled professionals, states the manifesto.


At the same time, Nepalis working abroad will be supported, with their knowledge, skills, and resources channelled into national development.


The NC further promises to promote wealth creation and job generation by supporting investors and entrepreneurs, from small businesses to large industries, while empowering economically disadvantaged citizens to earn income and build assets. Labour is described as sacred, and fair wages, social security, and dignity for workers are presented as fundamental responsibilities of the state. While encouraging transparent and legitimate profit-making, the party commits to strict oversight to prevent illicit enrichment, thereby promoting economic integrity and ethical governance.


The manifesto also places farmers at the centre of national progress, stating that agriculture should be a modern, dignified choice rather than a compulsion. It promises to address long-standing shortages in irrigation and fertiliser, reform agricultural insurance and compensation systems, and guarantee market stability and fair pricing. Young people will be encouraged to participate in agriculture, and entrepreneurs who promote Nepali products internationally will receive full support.


Health and education are also emphasized in the manifesto. It pledges the state to ensure access to medicines and healthcare services for all citizens, from pregnancy to old age, without fear of financial hardship. Education, meanwhile, is described as the nation’s most important investment. The manifesto outlines reforms to ensure universal access to quality education, integrate nutrition policies to enhance learning, and foster creativity, innovation, and value-based, life-oriented learning from primary to university level.


In governance, the party promises equality before the law for all citizens and an end to political interference in courts, constitutional bodies, police, and universities. Through transparent, merit-based appointments and maximum use of technology, including a “Digital Nepal” initiative, corruption and bureaucratic delays will be reduced, enabling citizens to access services from home and hold authorities accountable in a fearless democratic environment.


Furthermore, the manifesto stresses the importance of embracing Nepal’s diversity across language, religion, tradition, arts, and culture while integrating modern knowledge and global practices. The party promises to protect and promote these cultural and linguistic heritages equally, ensuring that modernization does not come at the cost of originality. On the international stage, Nepal is envisioned as a sovereign, peaceful, and self-respecting nation, maintaining relations with neighbouring and friendly countries based on equality, mutual respect, and shared interest. The country will be recognised not only for its iconic heritage sites but also as a responsible member of the global community.


Above all, the manifesto envisions a results-oriented state, modernising sectors such as agriculture, tourism, energy, IT, sports, and transport while expanding infrastructure rapidly. It pledges to preserve natural resources for future generations, foster an open, competitive, and environmentally sustainable economy, and attract international investment and innovation. The party asserts that governance should be measured not by holding power but by tangible improvements in people’s lives. Prosperity, it says, will be distributed equitably on the basis of social justice, with inclusive participation from all communities in nation-building.


In conclusion, Vision-10 presents a comprehensive blueprint for a strong, capable, free, and dignified Nepal, built through shared citizen effort, strengthened by diversity, and guided by the principles of equality, justice, and sustainable development.
