From exposure to enforcement: How Republica helped drive the fight to save Phewa Lake

When excavators rolled onto the banks of Phewa Lake at dawn on Saturday to dismantle illegal structures within the 65-metre buffer zone, it was more than a government enforcement drive—it was the result of nearly a decade of persistent watchdog journalism. KATHMANDU, April 4: When excavators rolled onto the banks of Phewa Lake at dawn this week, dismantling illegal structures built within the 65-metre buffer zone, it marked more than just a government enforcement drive—it was the culmination of nearly a decade of persistent watchdog journalism.



The demolition campaign, led by the Ministry of Home Affairs in coordination with Pokhara Metropolitan City, follows high-level consultations and renewed political will. Prime Minister Balendra Shah held discussions with Pokhara Mayor Dhanraj Acharya, while provincial lawmakers were briefed on conservation efforts. Police were deployed early Saturday morning to support the operation as authorities moved to clear long-contested encroachments.


But long before bulldozers arrived, the battle for Phewa had already been fought—in newsrooms, courtrooms and the court of public opinion.


A media campaign that sparked a national reckoning

And now, enforcement has finally begun.


Structures—including parts of a resort linked to tourism entrepreneur Karna Shakya—have been dismantled. Government offices and institutional buildings within the buffer zone are also under scrutiny, underscoring that encroachment was not limited to private actors.

While media reporting played a catalytic role, judicial intervention and civil society advocacy were equally critical. Although the current demolition drive is a milestone, questions remain about rehabilitation, compensation, and long-term conservation.


For local residents, activists like Ram Bahadur Poudel warn against heavy-handed implementation that creates fear. Authorities, however, insist that only temporary structures are being removed and ownership rights remain intact.


What began in 2017 as a startling headline evolved into a national movement for environmental accountability. The enforcement seen today is not an isolated administrative act—it is the delayed outcome of years of scrutiny, persistence and public-interest journalism that Republica and Nagarik pursued when the issue remained largely overlooked in its early days.
