KATHMANDU, March 29: The government has announced plans to deliver essential documents such as passports, citizenship certificates, and driving licences, directly to citizens’ homes within 100 days.
The provision has been included in point 27 of the 100-point governance reform agenda endorsed by the Cabinet.
According to the plan, the government will modernize the postal system and develop it into an official courier service. Through this mechanism, documents including passports, citizenship copies, and driver's licenses will be delivered to households.

The government has set a target to implement these provisions within 100 days.
It has also aimed to prevent middlemen from accessing services related to citizenship, passports, national identity cards, and district administration offices by introducing a fully digital and integrated system.
Under the new system, citizens will be able to obtain services such as citizenship copies and passports from any district administration office, regardless of their place of origin. Recommendations required for citizenship and passports will also be sent digitally from ward offices.
The government plans to make the national identity card a mandatory single identification system and ensure that all services are faceless, time-bound, and trackable.
Similarly, services related to passports, citizenship, and driving licenses will be made faster, more accessible, and free from intermediaries, with predictable timelines.
Online applications will be facilitated through the Nagarik App, allowing users to fill forms based on stored personal data or integrated system records.
The roadmap also states that within 45 days, arrangements will be made to enable applications for police reports, passports, and driving licenses through digital platforms.
