KATHMANDU, July 21: The Rastriya Swatantra Party (RSP) has issued a five-point directive instructing its members of the House of Representatives to make constituency and district visits more organized, coordinated and results-oriented.
In a circular issued by General Secretary Bipin Kumar Acharya, the party said lawmakers should treat constituency visits not merely as formal engagements or opportunities for personal outreach, but as a strategic campaign to expand the party’s political vision, strengthen its organization and connect public concerns with the party’s parliamentary agenda.
Under the directive, MPs are required to formally inform the relevant party committee before visiting any district or constituency. If they plan to attend programs outside their own constituencies, they must coordinate with the concerned lawmaker and the local party organization.

The party has also instructed lawmakers to hold prior consultations with local committees to identify key local issues and work with relevant authorities to prioritize and address them.
The circular further states that local party structures should take the lead in organizing programs and mobilizing the public, ensuring local ownership of political activities.
RSP has also urged its lawmakers to keep constituency visits free from extravagance and unnecessary expenses, emphasizing frugality and good governance.
Additionally, MPs have been directed to systematically document public feedback, complaints, and reports submitted by local party committees and to present them to the parliamentary party.
Acharya said the effectiveness of lawmakers and the strength of the party organization complement one another, adding that only well-coordinated and systematic efforts can enhance the party’s institutional maturity and accountability to the public.
