KATHMANDU, March 25: Inspector General of the Armed Police Force Nepal, Raju Aryal, has clarified that he did not give orders to open fire during the Gen-Z movement on September 9. In his statement to the probe commission led by Gauri Bahadur Karki, Aryal explicitly stated that he did not authorize any shooting.
He said that although there was no prior concrete intelligence about the protests, he had analyzed potential security challenges and maintained heightened vigilance. When demonstrators breached restricted areas and advanced toward the Federal Parliament building on September 9, he issued directives for coordinated security management.

Aryal emphasized that security personnel made decisions based on laws, standard operating procedures (SOPs), and situational assessment, and that no direct instructions to fire came from him.
He also noted that maximum restraint was exercised in crowd control. While no official report of lethal force use has been filed, he acknowledged that some aerial firing occurred.
Following the incident, Aryal stated that efforts are ongoing to improve inter-agency coordination, recover stolen firearms, and conduct internal investigations within security forces.
