The two leaders entered the House while Rastriya Prajatantra Party (RPP) Chief Whip Khusbu Oli was speaking, prompting CPN-UML Chief Whip Ain Mahara to raise a point of order, alleging that they had violated parliamentary procedures.

Mahara said their move breached Rule 20(f) of the House of Representatives Regulations, which prohibits members from walking between the Speaker’s chair and a lawmaker who is addressing the House.

"Rule 20(f) states that no one should walk between the Speaker’s chair and the member who is speaking," Mahara said. "Unfortunately, Khusbu Oli was speaking at the time, but the honorable prime minister and the ruling party chair walked through that area, violating the rule. I draw the Speaker’s attention to this matter and demand a ruling."
