Rights guaranteed by Constitution still not fully implemented: Bhumika Shrestha

She said the community has remained marginalised for decades and expressed concern that even 10 years after the promulgation of the Constitution, the rights guaranteed by it have not been fully implemented.

KATHMANDU, May 12: Rastriya Swatantra Party (RSP) lawmaker Bhumika Shrestha has said that delays in enacting laws have continued to affect the gender and sexual minority community.



Speaking during Tuesday’s meeting of the House of Representatives, she said the community has remained marginalised for decades and expressed concern that even 10 years after the promulgation of the Constitution, the rights guaranteed by it have not been fully implemented.

Shrestha said various constitutional provisions remain limited to paper only, urging the government to take the issue seriously and ensure their implementation.


She also noted that the concerns of her community are expected to be addressed through the upcoming policy and programme, and thanked the government for its commitment in that regard.
